Mobile Passport as of January 2019 is available at 25 airports and 3 cruise ports in the US with more being added. You can view the locations by clicking here and also on the app itself.
The app is easy to use, as you setup your profile one time by quickly scanning your passport and taking a selfie. You can add family members as well if you travel as a group. Upon entering the country you will open the app, click create a trip, answer a few questions and then click submit to CBP. Within seconds you will receive a receipt with a barcode. Upon heading toward Customs, follow the signs for Mobile Passport Control where you will most likely find a vacant (yes I said vacant) line. While everyone else stands in the long lines with their little blue declaration cards, you will show your passport to the CBP Officer, scan your barcode and be on your way!
